At the September 11, 2007 meeting of the Clay County Board, board member Mike
Rinehart proposed a means of honoring the three police officers who have been
killed
in the line of duty in Clay County. The motion was unanimously approved
by the County Board.

The first officer killed was Night Marshal Zackery T. Shipley, who was killed in

downtown Flora on January 15 1909. The second was Illinois State Trooper Frank A. Doris who
was killed about three miles south of Louisville on May 27, 1967. The third was Louisville
Marshal George R. Tolliver who was killed on October 17 1969. All three men were killed by
gunfire.

Individual plaques are hung in the first floor rotunda of the Clay County Courthouse, one for
each officer. Each plaque
has a photo of the officer at the center top and below there is a short
narrative about the officer. The entire cost of the 22 inch by 24 inch plaques
were paid for by
private donations.

Each of these officers are now listed on the web at the Officer Down Memorial Page at
www.odmp.org. There is a place on this site where individuals can leave reflections about
these officers.

Sunday, May 11, 2008 which
was the first day of National Police Officers Week, there was a
dedication to honor these three men at the Clay County Courthouse


With the generosity of the citizens of Clay County, this memorial
has became a reality.
